The IT Project Manager, Program Management Contractor manages the portfolio of IT projects.

The Manager will partner with the CIO and his directs to provide a full IT portfolio view of program health, financial status and use of resources. This role will be responsible for synthesizing information across IT and provide a uniform framework for management of the investments, projects, activities and resources. The role will be responsible for quantification of IT efforts, enabling measurement, communication of these efforts and objective evaluation of investment scenarios. Specifically this role will be responsible for providing cohesive information about program budgets, risk management, strategic alignment of IT investments, demand and resource management.

The Manager should have an excellent working knowledge of infrastructure as well as application level technologies, project management governance and structure, and be an excellent communicator.

 

This is estiamted to be a 12 month contract position.

 

Responsibilities

  • Develop initiatives and structure to manage the portfolio of projects, hereunder;
    • Develop, document and communicate project management methodology and PMO standards, hereunder Agile/Waterfall/SCRUM and organization policies and practices
    • Facilitate tracking of open issues and risks to effectively negotiate impact decisions and trade-offs and to guide issues to resolution
    • Facilitate holding project team members accountable for their commitments, milestones, resources, and deliverables
    • Facilitate the anticipation, identification, documentation, and management of key project risks, to propose appropriate mitigation and contingency plans
    • Finally, facilitate the implementation of processes and tools to support these objectives
  • Provide monthly status reporting to track project progress against goals, objectives, and timeline, hereunder resource utilization, constraints and solutions
  • Review and report on Project Portfolio Health, hereunder;
    • Projects status: What projects are going well? What are at risk of going over budget or being delivered late?
    • Financial Health: Where are we spending our dollars? Are we allocating the right amount of funds towards our priority capabilities?
    • Resource Health: Are we resourced to deliver projects? Do we have the right resources assigned to our projects so that they can be delivered successfully? Which roles are in demand across the organization?
    • Application Portfolio: Which applications are reaching end of life? Where can we consolidate applications and move towards a standard? What is the total lifetime cost of our applications? How much are we spending to maintain our applications, and which of them are becoming too costly to maintain? Which need to be replaced?
  • Evaluate the project execution capacity of the organization
  • Report to the CIO and the Executive IT Steering Committee to effectively help prioritize the project portfolio
  • Track and monitor agile metrics and departmental KPIs
  • Communicate program and project status, milestones, successes and risks to various departments
  • Stay abreast of operational activities and issues in order to assess impact to project portfolio and project resourcing; understand when activities require cross-functional involvement with other IT groups
  • Facilitate the planning and coordination of day-to-day activities required to carry out, monitor and report on the project portfolio
  • Introduce Agile and Scrum frameworks and facilitate the adoption of these methodologies by mentoring scrum master candidates
  • Adhere to governance, risk and compliance standards
  • Collaborates with Business counterparts to understand customer needs and requirements and works with IT service owners and other process managers to ensure the smooth running of IT services

Qualifications

  • Master's degree, or equivalent work experience
  • 10 or more years of experience in project management, program, portfolio and leadership activities
  • 10 years of experience in a role managing the development and implementation of business process and software/hardware development projects
  • Five or more years of managerial experience
  • Demonstrated management and leadership skills
  • Strong organizational and analytical skills
  • Ability to identify and resolve exceptions and to analyze data
  • Experience with IT operations and support functions
  • Experience defining workflows and processes in Fast Paced, Agile & Distributed model
  • Excellent verbal and written communication skills
  • ITIL v3 foundation or higher certification preferred
  • PMP Certified required
  • Certified Scrum Master Preferred
  • Excellent interpersonal skills
  • Strong verbal and written communication ability
  • The successful candidate ideally has experience managing SAP, Dassault and other types of IT application projects simultaneously
